Start/stop times for songs not working in iOS 10?

For a number of songs in my library I've set start/stop times in iTunes (e.g., talk at the beginning/end of a song). In iOS 9 playing that song would start it at the "right" place (and end it). In iOS 10 the song seems to start at the beginning and play through the end.

Bug or "feature"?
